Tuners

The Tuners are a family of cars that are only modifiable at Wheel Arch Angels in San Fierro. They have several common features:
(1) small
(2) quick, agile, easy to drive
(4) share the same engine (probably a flat 4?)
(5) alloy wheels
(6) twin exhausts

All of the Tuners except the Flash and Jester spawn in the car dealership in San Fierro (after the appropriate missions are completed), the Jester spawns behind Wheel Arch Angels. Annoyingly the Flash spawns in Los Santos.
