Berkley's RC Van is a modified Pony with the Berkley RC logo and RC boxes in the back. That is, it is a rear-wheel drive panel van. It is supposed to be slightly faster than a standard Pony.
Unfortunately this van rarely spawns. I've had good luck flying the Jetpack over the Fort Carson area, or you can exit the Beefy Baron side mission in the back room of Zero RC and run outside. If you are lucky, you can catch a Berkley RC Van at one of the nearby lights. In my experience, it helps to have the view distance cranked up.
