The Hotring Racers are two door, rear-wheel drive racecars. They do not have license plates so they are not road legal. They are very fast, but spin fairly easily and seem fairly fragile.
There are three variants you can drive in the Hotring challenge. The first variant will spawn outside of the stadium in Los Santos once you beat the Hotring challenge. The other two require glitches or cheats: "VROCKPOKEY" and the easy-to-remember "VPJTQWV".
